The American iPhone 4s (not 4G) have those prices because those costs are subidized. The unsubsidized cost is $599 (for the 16GB) & $699 (32GB). In any case you would have to be American to get one of those iPhones since they are locked to AT&T in the US.
Long story short, you’d be better trying to get one from Australia instead.
