Tl;dr - Use Python 2.5 with GIMP 2.6.11
With GIMP 2.6.11 on Windows XP SP4, I could only use Python 2.5 or 2.6 because the "GIMP Python extension" says it's only compatible with those versions. (Click on the extension in the GIMP installation window for that message.) Python 2.7, 3.1, or above would not work with this version of GIMP.
PyGTK for Python 2.6 returned errors saying, "ImportError: DLL load failed: The specified procedure could not be found." I think this is because Python 2.6 was built with Microsoft VS2008 while PyGTK is built with MinGW. In GIMP, the Python-Fu menu was visible, but neither the Console nor any of the Python scripts loaded or opened. Many google results said I must use Python 2.5 instead.
Python 2.5 worked for me. It can be found on the official Python site:
http://www.python.org/download/releases/2.5.5/
The PyGTK modules for Python 2.5 work OK for me, and the Python scripts in GIMP 2.6.11 now load properly.
