@omehenk55 If you are talking about when you click “open” and insert a new picture, it should open it in a new photoshop tab. Select the portion of the image that you want (or all of it), and copy it (ctrl+c). Then go back to your original tab and paste the image (ctrl+v). It should create a new layer with your image. Then you can work from there.
Have you used old versions of Photoshop as well? There was a feature in older versions which is disappeared in CS. In layer panel, next to each layer, there is an eye for hiding, next to that there was an additional box with the picture of brush in it, that you could change it to a “chain”, so you could join some layers to gather, for working with stamp and many other things.
