You can do the “Anytime Upgrade” they offer specifically for moving Starter to Home Premium, and it’s a good deal cheaper than the “normal” versions.
I don’t believe you can do it without a disc though.
Just look on Microsoft’s website for the Starter to Home Premium “Anytime Upgrade.” You might find it a little cheaper in some stores, too.
If you absolutely want to do it without a disc, you can purchase a download version of the OS from them, but I expect you’d pay more since I don’t believe they sell the Anytime Upgrades that way.
