Question, why can't students have access to both architectures (32 and 64 bit)? I participate on the Microsoft Answers forum and what I have noticed is, students who initially opt for the 32 bit architecture might later want to move to the 64 bit version but find it a bit difficult to obtain. Considering that the retail upgrade package includes both 32 and 64 bit for Windows 7 Professional, you should make it easily accessible, host the .ISO file on Windows Azure.

You said either or, not either or both if they wish. What I have noticed is, persons report, they download 32 bit and then 3 months later, they want 64 bit and don't know how to get it. What should they do, log back into the site and choose to download it? Because I remember when the Digital River promotion was going on, students only had 1 choice, that was either 32 or 64 bit.
